HE Mohammed Al Shaibani is the Director General of HH The Ruler’s Court, Government of Dubai and the CEO & Executive Director of the Investment Corporation of Dubai (ICD).
HH The Ruler’s Court is the Prime Government Body of Dubai, U.A.E. Under its umbrella, it carries various other Government units such as, Department of Finance, Dubai Courts, The Executive Council to name a few.
The Investment Corporation of Dubai consolidates the commercial and business assets of Dubai Government. These assets are in diverse sectors, and include market leading companies in financial services, transportation, real estate, leisure and utilities. ICD has been mandated to enable the globalization and privatization of these iconic brands.
Managing Director, Dubai Aerospace Enterprise (DAE) Ltd.
Deputy CEO of Investment Corporation of Dubai (ICD)
Mr. Khalifa AlDaboos has been the Managing Director of Dubai Aerospace Enterprise (DAE) Ltd. since December 2009 and is also the Chairman of the Board of Directors for DAE Aviation Holdings Inc., a subsidiary of DAE based in the United States of America.
With over 20 years of experience, Mr. AlDaboos currently is occupying significant positions; he is the Deputy CEO of Investment Corporation of Dubai (ICD), a corporation mandated to supervise the investment portfolio of the Government of Dubai and Chairman of National Bonds Corporation PJSC. He is the Chairman of the Board for SmartStream Technologies and is also a board member of Executive Council & Economic Development and Emirates Investment & Development PSC.
Previously, Mr. AlDaboos served as Investment Director at the Government of Dubai’s Department of Finance. He also held positions within the treasury, foreign exchange and capital market functions with Emirates NBD Bank PJSC.
Mr. AlDaboos, a UAE national, earned a degree of Science in Computer Information Systems & Management Science from Metropolitan State College in Denver.
Director General of Dubai Airport Freezone (DAFZA)

Dr. Mohammed Al Zarooni is the Director General of Dubai Airport Freezone (DAFZA), a role he has held since 2000. He is responsible for managing all strategic initiatives implemented by DAFZA management and to help position the organization in faster-growing functional and geographical areas.
An influential economic figure and a free zone expert in Dubai, Dr. Al Zarooni holds a variety of management roles including, Chairman of Dubai Free Zones Council, Vice-President & CEO of Dubai Silicon Oasis, a member of the Executive Committee of Dubai Aerospace Enterprise, and a member of the Dubai Economic Committee of Dubai Executive Council.
Prior to joining DAFZA, Al Zarooni worked at the Department of Civil Aviation as the Director of Administration & Research, where he was a key figure in establishing the free zone division. Prior to this he served at the Ministry of Education for eight years.
President and Managing Director, Gerab National Enterprises
Abdullah Sharafi had worked for 21 years at the Emirates Industrial Bank (EIB) and presently is the Managing Director at Gerab National Enterprises LLC., since 2004.
Presently he is the Chairman of the Board at TECOM Investments LLC, Acacia Investments (BSC) in Bahrain, and Smart City FZ-LLC. He is also member of the Board of Directors at Dubai Group 2024 Limited, Dubai International Capital LLC, Takaful Re Ltd., Zodiac Garments Factory LLC (Dubai Branch), and M.A.H.Y. Khoory & Co LLC.
In the recent past Abdullah held Board membership at Emirates Financial Services PSC, Emirates NBD Asset Management LLC, Emirates NBD Capital LLC, Dubai Group Sigorta Anonim Sirketi in Turkey, and Bank Islam Malaysia Berhad in Malaysia.
Abdullah earned his Master’s degree in “Economics” at Denver University in 1983. He brings with him extensive entrepreneurial experience from the various family businesses he worked for since childhood; his financial, banking and research experiences while working with the EIB; his basic and applied research experience while seconded to the Emirates Center for Strategic Studies and Research; and his strategy advisory experience through his work with the various Ministries of Economy, Labor, Finance, the Dubai Chamber of Commerce and Industry, and the UAE Central Bank.
Abdullah has published several papers on the UAE’s economy and industry, and other topics as diverse as life sciences. His papers were printed in the Journal of the Emirates Industrial Bank, and in various local newspapers.
